[Halld-offline] New version set: 2.33 with sim-recon 2.25.0 and hdgeant4 1.6.1

Folks,

I've put together a new version set. Find it at:

   https://halldweb.jlab.org/dist/version_2.33.xml

for the generic version and at

   https://halldweb.jlab.org/dist/version_2.33_jlab.xml

for the version with directory tags to accommodate the build history at 
JLab.

Two packages have changed. Sim-recon goes to version 2.25.0 and hdgeant4 
goes to version 1.6.1. The release notes can be found at

   https://github.com/JeffersonLab/sim-recon/releases/tag/2.25.0

and

   https://github.com/JeffersonLab/HDGeant4/releases/tag/1.6.1

build_scripts has also been updated to accommodate the move to custom 
SQLite builds on all platforms. The release notes for the latest tagged 
version are at

   https://github.com/JeffersonLab/build_scripts/releases/tag/1.30

The default version set at JLab will change to 2.33 at midnight tonight.
