[Halld-offline] Dashboard prototype

Dear Offliners,

One of the primary motivations of this dashboard is to collect information
from the many different automated tests that are being currently being run.

Feedback on the following items would be especially appreciated:
- For this test and others that are not included yet, which are the
quantities that we particularly want to monitor?
- For these quantities, what are the acceptable ranges?
- What other tests that we are not currently running would you like to see?

Any insight is certainly appreciated, and we can discuss this in more
detail at next Friday's Offline meeting.
