[Halld-offline] Request for monitoring volunteers

Dear all,
The first major monitoring launch over the full spring 2018 data is well
underway, so as we did last year, we are asking for volunteers to review
the monitoring results in addition to subdetector experts. Having some
extra pairs of eyes on the 2017 data helped greatly in verifying the data
quality and identifying bad runs, and was a good chance for new graduate
students to get involved with a small commitment of time.
I've added more details below, but if you are interested in this, please
send me an email identifying which subsystem you'd like to help with.

DETAILS:
The procedure for monitoring each subdetector/system will be to compare the
monitoring plots which will be generated to a nominal "reference" value.

This is a first draft, so please let me know if any modifications should be
