[Halld-offline] new release of halld_sim: version 3.3.0

Folks,

There is a new release of halld_sim tagged and built (at JLab). Version 
3.3.0 contains the recent filx to BCAL smearing in mcsmear. Find the 
release notes here 
<https://github.com/JeffersonLab/halld_sim/releases/tag/3.3.0>. This 
version of halld_sim is used by version set files version_3.4.xml 
<https://halldweb.jlab.org/dist/version_3.4.xml> and 
version_3.4_jlab.xml <https://halldweb.jlab.org/dist/version_3.4_jlab.xml>.

These version sets will become the default at midnight tonight.
