[Halld-offline] scons build problem with new split halld_sim

I take back this last statement. I think I was fooling myself; changes 
in comments trigger recompile, but not re-linking in scons.

Trying to chase all of these reports to ground. Paul: if you are still 
having this problem, please let me know.
