[Halld-offline] New recommendation for setting up the GlueX environment (at JLab)

One thing I should have mentioned: this stuff is a new layer on top of
old stuff. The old stuff has not been changed. I. e., whatever method
you have been using to set-up your environment up till now will continue
to work.
