[Halld-offline] Monitoring Launch 2018-08 ver08

Dear Colleagues,

We just completed the first full monitoring launch over the 2018-08 data 
set. We used the halld_recon branch 'recon-2017_01-ver03_2018patches 
<https://github.com/JeffersonLab/halld_recon/tree/recon-2017_01-ver03_2018patches>' 
to run over the first 5 files of the 559 production runs taken this 
fall. The usual monitoring plots can be found on the web pages:

The merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2018-08/mon_ver08/rootfiles/

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2018-08/ver08/REST/
