[Halld-offline] Production December runs

Hi Calibrators,

An initial list of production runs from December can be found at the
following page:

I've set all of the compressed (normal) mode runs to be approved, so let's
have a monitoring launch with 10 files per run to check them out and tune
them up, then run over all of the data available.
