[Halld-offline] Monitoring Launch: 2016-02 ver17

Dear Colleagues,

We still want to reprocess the entire 2016-02 data set to match the 
2017-01 ver02 REST production. For this purpose, we ran monitoring 
launches over 2016-02 with exactly the same software version and with 
updated calibration constants. Please take a minute and have a look at 
the monitoring plots and confirm that everything is in order. We would 
like to have feedback by this Wednesday. This is the final call.
