[Halld-offline] Version for 2017 simulations: sim-recon recon-2017_01-ver02-sim_ver04

Folks,

This version of sim recon fixes the CDC-hits-missing problem in the 
..._ver03, intended for generating Monte Carlo for them Spring 2017 data 
set.
