[Halld-offline] Use of gPARMS->SetParameter()

Dear Offliners,

A gentle reminder that you probably do not want to use
gPARMS->SetParameter() in a plugin, unless you REALLY know what you are
doing, since overwriting these parameters affects all other plugins which
are running.

If you feel that you must do so, please print a clear warning message for
what you are doing so that the user is aware of the potential side-effects
- or better yet, if you want some parameter to have a particular value,
check this at run time and print clear instructions to the screen if the
parameter is not set properly.
