[Halld-offline] MCwrapper v2.0 released

This release contains marginal differences to v1.16 of MCwrapper. With the inclusion of a database back-end and tool-sets to efficiently produce MC in a centralized manner I thought it was time for MCwrapper to leave hd_utilities and stand on its own. Build-scripts will soon reflect this change. Those wishing to make the jump with an older version of build-scripts can clone this repository, rename it to MCwrapper and put it in an hd_utilities folder.
