[Halld-offline] reconstruction launch version set: version_recon-2017_01-ver03_jlab.xml

Folks,

As requested by Alex A. and others, I have done a build of the tagged 
versions being used in the current reconstruction launch. The version 
set file is version_recon-2017_01-ver03_jlab.xml. It has been built on 
all five platforms. It will update on the OSG at 1 am tomorrow (Wed.).

Note that I tagged a new version of HDDS (recon-2017_01-ver03) to put 
this version set together. I applied the tag to the build being used by 
the launchers, i. e., the master branch as found on the work disk in

   /work/halld2/home/gxproj5/builds/hdds/monitoring_launch
