[Halld-offline] new version file (version_2.35_jlab.xml) with new sim-recon tag for bggen simulation

Another re-tag of recon-2017_01-ver02-sim_ver03, this time to put in a 
fix to the B boson plug-ins. Builds on all platforms done. Push to Oasis 
is underway.
