[Halld-offline] plugins for reconstruction launch

Dear Colleagues,

We are currently planning a new reconstruction launch over the full 2016 
and 2017 data sets. Please make sure to finish your work on code and 
plugins by Friday, June 29.

The current list of plugins included in a reconstruction launch is this:

Could you please let me know if you want to include anything else? 
Please also point out plugins that are obsolete or no longer needed.
