[Halld-offline] New sim-recon release, version 2.24.0

Folks,

This version has recent changes to the master branch and uses a locally 
built version of the sqlite library. This was necessary for CentOS6 and 
RHEL7 since the versions shipped with those distributions are 
incompatible with the last release of RCDB via RCDB's dependence on the 
SQLiteCpp library. I have mentioned this problem in an email last 
Friday.

The solution described there is now automated in this release and on the 
master branch. You will also need a fresh version of build_scripts to 
support the build and use of the new locally built sqlite package.

The version files that use sim-recon-2.24.0 are available at

   https://halldweb/dist/version_2.28.xml

for the plain version and

   https://halldweb/dist/version_2.28_jlab.xml

for the JLab directory-tagged version. These will become the default at 
jLab at midnight tonight.

Also this version set will be available on the OSG in Oasis.
