[Halld-offline] new version set: 2.29, includes MCwrapper 1.13

Folks,

There's is new version set available now. See the xml files at

   https://halldweb.jlab.org/dist/version_2.29.xml

and

   https://halldweb.jlab.org/dist/version_2.29_jlab.xml .

These include MCwrapper 1.13, but in all other respects is the same as 
version set 2.28. This version set will become the default at midnight 
tonight.
