[Halld-offline] baseline version set for the workfest

Folks,

I have built a new version set. Find it at

https://halldweb.jlab.org/dist/version_workfest2018_baseline.xml

on the web or at

/group/halld/www/halldweb/html/dist/version_workfest2018_baseline.xml

on the group disk (same file). Note the workfest specific tags for hdds, 
sim-recon, and gluex_root_analysis.
