[Halld-offline] MCWrapper v2.0.3 released

This release contains numerous back-end changes,  including fully automated testing and launching of projects on the OSG.  Additionally, Requests can now include Reaction filter lines pulled from the Reaction Submit GUI. On the front-end genBH and other "Jpsi generators" have been brought into spec and fixed.  The largest single enhancement is the creation of the config parameter "RCDB_QUERY".  This takes in a string (no quotation marks) with NO SPACE after the first equals sign.  When using run ranges users can now supply rcdb queries to select say, only PARA or only PERP runs etc.  The resulting runs will still be produced in proportion to events take.  Example: RCDB_QUERY=@is_production and @status_approved and (polarization_angle==0.0 or polarization_angle==90.0 or polarization_angle==45.0 or polarization_angle==135.0)
