[Halld-offline] New versions: build_scripts 1.42, gluex_install 2.7

Two new versions of two packages (links are to the release notes):

  * build_scripts 1.42
    <https://github.com/JeffersonLab/build_scripts/releases/tag/1.42>
  * gluex_install 2.7
    <https://github.com/JeffersonLab/gluex_install/releases/tag/2.7>

These changes are to support a new two-stage green-field build of the 
GlueX software stack.

build_scripts 1.42 is now the default at JLab. Find it checked out in 
/group/halld/Software/build_scripts.
