[Halld-offline] New release of halld_sim: version 3.6.0

This version of halld_sim, version 3.6.0, has recent changes from Colin 
for amplitude-based generators. Find the release notes here

The new version files are version_3.8.xml 
<https://halldweb.jlab.org/dist/version_3.8.xml> and 
version_3.8_jlab.xml 
<https://halldweb.jlab.org/dist/version_3.8_jlab.xml>. They will become 
the defaults at midnight tonight.
