[Halld-offline] Alternate build of halld_sim 3.4.0 with recon launch version of halld_recon

Folks,

The subject says it all. This is the latest tagged version of halld_sim 
built against the version of halld_recon used in the recently completed 
reconstruction launch. The new version set is 
version_recon-2017_01-ver03_3_jlab.xml 
<https://halldweb.jlab.org/dist/version_recon-2017_01-ver03_3_jlab.xml>. 
It has been built at JLab and on Oasis.
