[Halld-offline] New production version set: version_4.4.0.xml, new recon-launch-compatible version set: version_halld_recon_4.1.1.xml

Folks,

Three packages have new tags:

  * halld_recon: 4.3.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.3.0>
  * halld_sim: 4.3.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.3.0>
  * hdgeant4: 2.2.0
    <https://github.com/JeffersonLab/HDGeant4/releases/tag/2.2.0>

These are updates to more recent versions. The links above are to the 
release notes.

There are two new version sets:

  * version_4.4.0.xml
    <https://halldweb.jlab.org/halld_versions/version_4.4.0.xml>:
    contains all of the latest versions
  * version_halld_recon_4.1.1_1.xml
    <https://halldweb.jlab.org/halld_versions/version_halld_recon_4.1.1_1.xml>:
    uses the new versions of halld_sim and hdgeant4, but uses
    halld_recon 4.1.1, the version being used in the current
    reconstruction launch on 2018_01 data.

The links give a detailed list of the included packages. They have both 
been built on all five platforms.

version_4.4.0.xml will become the default at JLab at midnight tonight.
