[Halld-offline] new release of build_scripts: version 1.51

People,

I've tagged a new release of build_scripts, version 1.51. For most of 
you, there is nothing to do.

release allows building and using three new-to-GlueX packages: hepmc, 
photos, and evtgen. This is to support soon-to-come generators from Sean 
Dobbs.  There is also a new non-default version set file, 
version_4.7.1.xml 
<https://halldweb.jlab.org/halld_versions/version_4.7.1.xml> that can be 
used at JLab to set up an environment appropriate for use of the new 
packages.

If you have a cloned version of build_scripts that you want to conform 
to this release, then the steps are:

cd build_scripts
git checkout master
git pull
git checkout 1.51
