[Halld-offline] New version set: version_4.12.0.xml

Folks,

A new version set has been released into the wild: version_4.12.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.12.0.xml>

This version set is good for analyzing the Fall 2019 data (recently 
taken data). The following packages have new update releases in this 
version set. New version numbers are indicated:

hdds 4.6.0
halld_recon 4.11.0
halld_sim 4.11.0
hdgeant4 2.9.0
mcwrapper 2.3.0

At JLab, this version set has been built on four platforms: RHEL7, 
CentOS7, CentOS7-cntr, and CentOS7.7. It will become the default at JLab 
at midnight tonight.
