[Halld-offline] new version sets, new simulation (halld_sim-4.11.0), old reconstruction

Folks,

Thanks to Sean for upgrading our legacy reconstruction code to operate 
with modern simulation code. Based on that work, I've built three new 
version sets. They are:

recon-2017_01-ver03_12.xml

recon-2018_01-ver02_4.xml 
<https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_4.xml>
recon-2018_08-ver02_3.xml 
<https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_3.xml>

These are available on RHEL7, CentOS7, and CentOS7, as well as on Oasis 
(CentOS7-cntr). The builds succeeded, but have not been tested. Let me 
and/or Sean know if you encounter problems.
