[Halld-offline] New version set: version_4.1.0.xml

I've built the default debug levels of halld_sim and halld_recon 
corresponding to version_4.1.0.xml 
<https://halldweb.jlab.org/dist/version_4.1.0.xml> on all five 
platforms. So three version sets altogether.
