[Halld-offline] New release of gluex_install: version 2.9

Folks,
I've tagged a new version of gluex_install, version 2.9. New features
added over the last six months or so include:
* Updates to support builds on Ubuntu 14.04 and 18.04 (16.04 had not
been tested).
* The version set used is version_jlab.xml rather than version.xml.
This puts in "dirtags" to distinguish multiple instances of a
particular version of a package when each instance of that package
has built against different parent packages.
* Checks out a new repository: halld_versions. This contains all of
our version xml files for use with the new installation.
* Implements new environment set-up files that define the "gxenv" and
"gxclean" commands

in a way consistent with the installation (i. e., when not at JLab).
