[Halld-offline] migrating hdds updates to ccdb

Hi Richard,

I seem to recall some issues before with FCAL block size and how it relates to some calibrations/reconstruction, but maybe Matt or Collin could comment on this?  It looks like there is a small change to the block size with this commit that it would be good to confirm before this gets merged.
