[Halld-offline] recon-2017_01-ver03_11.xml and recon-2018_01-ver02_2.xml

Folks,

These two new version sets:

  * recon-2017_01-ver03_11.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_11.xml>
  * recon-2018_01-ver02_2.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_2.xml>

Have been built at JLab on all five platforms. They update halld_sim, 
hdgeant4, and gluex_root_analysis to the latest versions as found in 
version_4.6.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.6.0.xml>, while 
retaining the halld_recon version used for recon-2017_01-ver03 and 
recon-2018_01-ver02 respectively.
