[Halld-offline] updated instructions for updating your GLUEX_TOP

Folks,

I've updated the instructions for upgrading GLUEX_TOP. This covers the 
case where you want to build new versions of packages named in the 
latest production version set starting from a pre-existing 
"gluex_install" directory tree.
