[Halld-offline] simple_email_list: moving from Subversion to Git

Folks,

I am moving the simple_email_list system from the Subversion repository 
to GitHub. For current list subscribers, there is nothing to do. For 
those that compose messages to the lists 
<https://halldweb.jlab.org/wiki/index.php/Email_Lists#Simple_Email_Lists>, 
you will have to change your email-composing-and-sending scripts to use 
the list directories and sending script from their new location. For 
those sending messages from the gluex account, the new location is

   /home/gluex/simple_email_list

The system is working from there now, AFAIK. Let me know if see problems.

I have updated the documentation 
<https://halldweb.jlab.org/wiki/index.php/Simple_Email_Lists> to reflect 
the new Git-based system.

Recall the old location for the gluex account was 
/group/halld/Software/scripts/simple_email_list . That location is still 
there and can still be used. However, I am proposing that we delete that 
directory in a month, on April 1. Let me know if you have objections to 
this plan.
