[Halld-offline] MCwrapper bot changes

Dear collaborators,
I have successfully switched the MCwrapper bot to submit "jobs first". By this I mean that when a project request is received it will break the project into the necessary jobs. Another mechanism then looks for jobs that need submitting and submits them. What this does is allow new projects to have their jobs submitted first (so time critical stuff can be done more promptly). Currently this priority system is rudimentary with semi-static priorities.
Additionally, this work provides the foundation for breaking projects up across many different systems in an intelligent way. I don't believe anyone was effected by this development (weekend submits). If you were please let me know. Otherwise, please be on the look out for problems, I have done testing, but there may still be some lingering issues during the transition.
Also in beta is a better output system which attempts to organize root file output for easier merging etc and better cleanup from OSG job failures (thanks Mark I)
