[Halld-offline] New releases, new version sets (version_4.3.0.xml)

Folks,

Here some new releases:

  * hdds 4.2.0 <https://github.com/JeffersonLab/hdds/releases/tag/4.2.0>
  * halld_recon 4.2.0

  * halld_sim 4.2.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.2.0>
  * hdgeant4 2.1.0
    <https://github.com/JeffersonLab/HDGeant4/releases/tag/2.1.0>
  * gluex_root_analysis 1.1.0
    <https://github.com/JeffersonLab/gluex_root_analysis/releases/tag/1.1.0>

The links are to release notes, mainly a link to a list of new/changed 
files in the release.

All of these are included in a new version set:

version_4.3.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.3.0.xml>

There is another new version set, suitable for use with recon-2017_01-ver03:

version_recon-2017_01-ver03_8.xml 
<https://halldweb.jlab.org/halld_versions/version_recon-2017_01-ver03_8.xml>

Here HDDS and halld_recon match that used in the indicated 
reconstruction pass. The other packages are the same as for version set 
4.3.0.

The default version at JLab will change from version set 4.2.0 to 4.3.0 
at midnight tonight.
