[Halld-offline] New version set consistent with recon-2018_08, version 00

Folks,

I've built a new version set at JLab based on recon-2018_08-ver00_1.xml 
<https://halldweb.jlab.org/halld_versions/recon-2018_08-ver00_1.xml>. It 
uses the same code as that used for the corresponding reconstruction 
launch, announced last week 
<https://mailman.jlab.org/pipermail/halld-offline/2019-May/003631.html>. 
It also includes the latest simulation packages (halld_sim and hdgeant4) 
and the latest version of gluex_root_analysis. Note that these three 
packages are not used at all during the reconstruction launch.

It has been built on all five platforms. To use the build, say

   gxenv $DIST/recon-2018_08-ver00_1.xml
