[Halld-offline] New version set: recon-2018_01-ver02_1.xml

Folks,

I've built a new version set, recon-2018_01-ver02_1.xml 
<https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_1.xml>, on 
the CUE and Oasis. All of the package versions in this set are identical 
to those used by version_4.1.1.xml 
<https://halldweb.jlab.org/halld_versions/version_4.1.1.xml>, i.e., it 
is the exact same source code.

So why bother with a new build of code already built? version_4.1.1.xml 
is being used to reconstruct 2018_01 data at NERSC but that is not 
obvious from the name. So I have made another tag of halld_recon 
(recon-2018_01-ver02) that matches that used in version_4.1.1.xml 
(4.1.1) and put it in (the appropriately named) 
recon-2018_01-ver02_1.xml. Directory tags of hdgeant4, 
gluex_root_analysis, and halld_sim have also been changed to avoid 
warnings when setting up the environment.

We will try to adhere to this naming convention going forward. This is 
the first step in regularizing the naming of version sets as described 
here
