[Halld-offline] Reconstruction Launch 2018-08 ver02: done

Dear Collaborators,
I have the pleasure to announce the completion of the first full
reconstruction campaign of the data taken in fall 2018. A total of 450
runs were distributed to three sites (NERSC, PSC and JLab) and the
entire launch took less than 2 months. Thanks to David Lawrence and
Chris Larrieu for setting up the system to reconstruct raw data off-site.
An analysis launch over the second half of the REST files is currently
running.
