[Halld-offline] New version set: version_4.9.0.xml

I've build a new version set, version_4.9.0.xml, containing updates of 
hdds, halld_recon, halld_sim, hdgeant4, and gluex_root_analysis. The 
links below are to the release notes.

  * hdds 4.4.0 <https://github.com/JeffersonLab/hdds/releases/tag/4.4.0>
    Has TOF geometry for the upgrade. Changes to CCAL geometry.
  * halld_recon 4.8.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.8.0>
    Updated TOF reconstruction for the upgrade.
  * halld_sim 4.8.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.8.0> New
    scheme for providing constants for smearing the FCAL.
  * hdgeant4 2.6.0
    <https://github.com/JeffersonLab/HDGeant4/releases/tag/2.6.0> Fix
    for optical properties of DIRC surfaces.
  * gluex_root_analysis 1.6.0
    <https://github.com/JeffersonLab/gluex_root_analysis/releases/tag/1.6.0>
    Fix for particles that have a vertex fit but not a mass constraint.

This version set has been build on RHEL7, CentOS7 (JLab-style), and 
CentOS7 (GlueX-container-style).

version_4.9.0.xml will become the default at JLab at midnight tonight.
