[Halld-offline] [EXTERNAL] Software versions and simulation issues

A fix is incoming, but "latest" should always work for halld_sim - my fault in this case. The timestamp is more of an advanced option.
The bigger issues from my perspective are are:
(1) consistently rolling out the latest versions of halld_sim and making it available for every major run period.
(2) having the webpage default to the latest halld_sim version (which it currently does not)
