[Halld-offline] Monitoring Launch 2019-11 ver16 batches 05 and 06

Dear Colleagues,
We extended the monitoring launch ver16 to batches 05 and 06. Please use
the histograms to validate the current calibration constants for the 156
runs between 71943 and 72163.
