[Halld-offline] New Required RPMs

People,

With recent changes to Build Scripts, hdds, halld_recon, and halld_sim, 
there are two RPM packages that are required:

  * python2-future
  * libtirpc-devel

This is on RHEL7/CentOS7. That these are required has been mentioned in 
meetings and minutes, but not announced to this list until now.
