[Halld-offline] new version of halld_sim, 4.26.0, and corresponding recon version sets.

Folks,

There is a new version of halld_sim out there now, version 4.26.0. It 
has Hao's latest updates to mc_gen. There are four new version sets 
which use this new version of halld_sim:

  * version_4.34.0.xml
  * recon-2017_01-ver03_22.xml
  * recon-2018_01-ver02_14.xml
  * recon-2018_08-ver02_13.xml

  These have been built at JLab and shipped to Oasis.

version_4.34.0.xml will become the default at JLab at midnight tonight.
