[Halld-offline] New version set: version_4.14.0.xml, update release of RCDB

Folks,

I've built a new version set: version_4.14.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.14.0.xml>. It has a 
new version of RCDB: v0.06.00 
<https://github.com/JeffersonLab/rcdb/releases/tag/v0.06.00>. The new 
version should allow selection of @is_dirc_production from the RCDB.

This version set is now the default at JLab. The default-setting links 
were changed just now.
