[Halld-offline] New version set: version_4.15.0.xml

People,

I have created a new version set, with update releases of halld_recon, 
halld_sim, and gluex_root_analysis: version_4.15.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.15.0.xml>. Here are 
the releases:

  * halld_recon 4.12.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.12.0>
    (same as analysis-2018_08-ver05). Fixes bug where worst RF bucket
    was picked when more than one was considered. Now picks the best one.
  * halld_sim 4.13.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.13.0>
  * gluex_root_analysis 1.8.0
    <https://github.com/JeffersonLab/gluex_root_analysis/releases/tag/1.8.0>

This version has been build on RHEL7, CentOS7, CentOS7.7, and 
CentOS7-cntr. It will become the default at JLab at midnight tonight.
