[Halld-offline] Reconstruction-Launch-Compatible Version Sets for halld_sim 4.13.0

Folks,

Three new version sets have been built. They are compatible with 
previous reconstruction launches and all use the latest halld_sim (i.e., 
version 4.13.0). All three have been built for RHEL7, CentOS7, 
CentOS7.7, and CentOS7-for-containers. They are:
