[Halld-offline] new version sets for recon launch consistency using halld_sim-4.12.0 et al.

Folks,

In addition to yesterday's new version set with updated halld_sim, 
hdgeant4, and MCwrapper releases, I've created the corresonding version 
sets for three recon launches:

  * recon-2017_01-ver03_13.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_13.xml>
  * recon-2018_01-ver02_5.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_5.xml>
  * recon-2018_08-ver02_4.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_4.xml>

These have been built on all platforms.
