[Halld-offline] [EXTERNAL] Offline skims restarted

hi Sean,
I do not know why the basic TOF timing shifts around like that. This 
just should not happen or
at least it did not happen in the past. Therefore the root files are not 
quite right.
in the TOF_calib plugin the following has to change:

   TDCTLOC = 420.;
   ADCTLOC = 130.;

   ADCTimeCut = 70.;
   TDCTimeCut = 70.;


this makes sure that even if there is a large shift i do not cut away 
the most important hits.
