[Halld-offline] problem resolved [Re: problem with halldweb and hallddb]

Looks like we are past the problem. Thanks to Marty Wise and Thomas 
Britton for working the issue. It is still a mystery as to how we got 
into a hung state, but the situation is being monitored.
