[Halld-offline] Monitoring Launch 2019-11 ver15 batch02

We completed the second batch (runs 71592-71727) of the monitoring 
launch ver15. We are still waiting on a few remaining fixes before 
hopefully starting the final monitoring launch on these 2 batches before 
the REST production.
