[Halld-offline] hallddb and hallddb-ext outage

Folks,

We will have short database server outages at some point this morning to 
re-establish replication on hallddb-ext:

  * hallddb.jlab.org will be in read-only mode (no writing) for about 10
    minutes.
  * hallddb-ext.jlab.org will be down for about 20 minutes.

This is to fix collateral damage from yesterday's hallddb incident. 
hallddb-ext is the outward-facing server; when you connect to hallddb 
from outside the lab you are really connecting to hallddb-ext, a 
read-only mirror of hallddb.
